Offshore Software Development in Europe
Custom software, SaaS products and integrations for European companies, built by a senior-led team in Lahore with your code in your repository from the first commit.

We provide offshore software development Europe-wide from Lahore: we design and build custom web applications, SaaS platforms, internal tools and system integrations for European startups and SMEs. You keep the source code and IP, data handling sits under a GDPR processing agreement with Standard Contractual Clauses, and work is billed in EUR.
Key takeaways
- Published 2026 rate guides put Western European developers at roughly $40 to $120 an hour and Central and Eastern Europe at $25 to $70.
- Pakistan has no EU adequacy decision, so any personal data we touch moves under Standard Contractual Clauses.
- Code lives in your GitHub, GitLab or Bitbucket organisation; we work as invited members.
- Our working day overlaps the CET morning and early afternoon by about five to six hours.
Why European companies choose us for offshore software development
European companies usually look offshore for one of three reasons: local developers are hard to hire, nearshore rates have risen, or a product needs to ship before the next funding round. The risk they worry about is losing control. Our setup is designed around keeping that control on your side.
- Senior oversight. Architecture and estimates are reviewed by founder Junaid Tariq, who has 18+ years building custom software, CRMs and web apps for 500+ clients in 48 countries.
- Your tools, your access. Repositories, cloud accounts and project boards belong to you. We never hold production credentials you cannot revoke.
- Written estimates. Every sprint has a scope and an hours forecast before work starts.
- Honest fit checks. If your project needs on-site staff in Europe every week, we will tell you we are the wrong choice.
Our general approach to discovery, architecture and support is on the software development company hub. For the business case behind hiring a Pakistani team, read our guide on outsourcing software development to Pakistan.

Integrations European clients ask for most
Recent European requests fall into a pattern: Stripe or Mollie billing, Xero, Exact or Odoo accounting sync, carrier APIs for shipping labels, and e-invoicing. Several EU countries are moving to mandatory B2B electronic invoicing, often over the Peppol network, so we build invoice exports in structured formats rather than PDF only. Our answer on integrating with your existing system covers what we need from your vendor.
European industries and case studies
| Sector | Common build | Watch-out |
|---|---|---|
| Logistics and wholesale | Order desk, carrier integration, stock sync | Many legacy systems to connect |
| Healthcare and wellness | Booking and patient portals | Health data is a special category under GDPR |
| Education and training | Course platforms, enrolment systems | Accessibility for public-sector buyers |
| Professional services | Client portals, document workflows | Audit trails and retention rules |
| Startups | SaaS MVPs | Scope creep before product-market fit |
Some of these have dedicated pages, such as our clinic management software and school management system builds. Companies working only in Germany often need German-language interfaces and specific accounting links, covered on offshore development for Germany. UK teams can compare our UK offshore software service.
Pricing for European businesses
A 2026 offshore rate guide from Cleveroad lists Western Europe at $40 to $120 an hour, Central and Eastern Europe at $25 to $70, Germany at $100 to $149 and Poland at $50 to $99. In Pakistan, a Lahore software house publishes PKR 150,000 to 400,000 for a multi-module system for local clients. The full Pakistani picture is in our software development cost guide.
| Model | Best for | How it is billed |
|---|---|---|
| Fixed-scope project | Clear requirements, defined MVP | [Add your EUR price] per milestone |
| Time and materials | Evolving products | [Add your EUR hourly rate], monthly invoice |
| Dedicated developer | Extending your in-house team | [Add your EUR monthly rate] per engineer |
| Support retainer | Live systems after launch | [Add your EUR monthly price] |
Our invoices to EU businesses carry no local VAT; the customer usually self-accounts under the reverse charge (Articles 44 and 196 of the EU VAT Directive). Cloud hosting, third-party licences and paid APIs are billed to your own accounts.
Our process
- Discovery
Workshops on video, user stories and a clickable prototype for the main flows.
- Architecture and estimate
Stack choice, data model, hosting region and a phased estimate you sign off.
- Two-week sprints
Demo at the end of each sprint on a staging environment you control.
- Testing and security
Automated tests on core logic, dependency scanning and anonymised data in staging.
- Launch and support
Deployment to your cloud account, monitoring and an agreed support window.
As a planning estimate, an MVP with a handful of core flows often takes three to five months, and larger systems are delivered in phases. See how long custom software takes and our answer on maintenance after launch.

The projects that go well offshore are the ones where the client can see everything: the board, the code, the staging site. Visibility does more for trust than any contract clause.
Junaid Tariq, FounderHow we work with Europe clients: time zones, currency, contracts
Lahore is on PKT (UTC+5) all year. Most EU countries use CET (UTC+1) in winter and CEST (UTC+2) after clocks change on the last Sunday of March (timeanddate.com). Our engineers work until early evening Lahore time, which covers roughly 9am to 3pm CET in winter, so daily stand-ups and sprint reviews sit in your morning.
- Currency. EUR invoices, monthly or per milestone. [Add accepted payment methods]
- IP and code. All source code, designs and documentation are assigned to you on payment. Read who owns the source code for detail.
- Data processing. If we access personal data, we sign a processing agreement covering Article 28 of the GDPR and the Commission's Standard Contractual Clauses (Decision 2021/914), since Pakistan has no adequacy decision. General information only, not legal advice.
- NDA and exit. NDA before discovery, and a handover pack with documentation so another team could continue.

Frequently asked questions
How much does software development cost in Europe?
Published 2026 rate guides put Western European developers at about $40 to $120 an hour and Central and Eastern Europe at $25 to $70, with Germany and the UK at the top. Our offshore software development for Europe is quoted in EUR, either per milestone or as an hourly or monthly rate. Scope, integrations, security needs and how settled the requirements are move the total most.
Do you work with Europe businesses remotely?
Yes. All European projects run remotely from Gulberg III, Lahore, using your repositories, your project board and video calls in your morning. Senior team members can travel for kick-off workshops on larger projects by arrangement. We have no office or staff based in Europe and do not claim one.
How soon will I see results?
You see working software at the first sprint demo, usually two weeks after development starts. A focused MVP often reaches users in three to five months as a planning estimate, while ERP-scale systems ship in phases. Business results such as hours saved depend on adoption, so we plan training and feedback rounds into each release.
Which industries do you work with?
In Europe our work centres on logistics and wholesale, healthcare and wellness, education and training, professional services and early-stage SaaS companies. The common thread is replacing manual processes or connecting systems that do not talk to each other. Regulated data, such as health records, needs extra controls, which we agree in writing before we start.
